It clearly lists UHF/VHF repeater seperate from the uplink/downlink frequencies. My cause for confusion was, if this was for contacting the ISS, why have a separate uplink and downlink and not just use simplex? WebFive watts of radio output fed into a unity gain vertical antenna is adequate to 900 miles with some noise as heard by the astronauts. You can see it is possible to talk with the ISS using a 5 watt walkie when it is overhead, and the crew is awake and at the ARISS radio station.
