I can barely run heavily modded skyrim at 1440p maxed at 60FPS with a 3800X and 3070 though the main FPS hog is all the SMP mods (bodies, armours, hairs etc) Assuming you are running 1080P with that setup along with all the graphical mods and SMP then you will struggle to maintain 60fps.
