WebRegicide quest is required to buy them from a vendor so doesnt make sense to add them to f2p. Add rune halberds to Obor drop table. As far as i know none of the hallys (other than dragon) have a requirement to equip but other than g.e. can only be obtained by a dude that you cant get to until after the regicide quest.
